Compendex, EI on CD-ROM, is the world's largest engineering database, and contains literature for all technical journals and conference papers in many languages. It closely corresponds to the printed index, Engineering Index.

INSPEC is put out by The Institution of Electrical Engineers http://www.iee.org.uk IEE is founded in 1871 as one of the largest professional engineering societies with its international membership of over 130,000 professionals in all areas of engineering. IEE is of the major publishers of engineering information sources, including INSPEC http://www.iee.org.uk/publish/inspec/inspec.html . INSPEC is available in hard copy, online via Melvyl®, and on CD-ROM.

It is worth noting that the three major components of Inspec are:

Physics Abstracts (series A)
Electrical and Electronics Abstracts (series B)
Computer and Control Abstracts (series C)

Thus, unless instructed differently, when you search Inspec, you are automatically searching three abstracting files.
